Tony Mahfoud, PE

As the CEO of Eisman & Russo, Inc., Tony is responsible for running all facets of the business. He is a proven leader who is actively involved in all aspects of the company with a solid understanding of client relations, business development, and program management. Over the past 20+ years, under Tony’s leadership, the company has grown to over 200 engineers located in Southeast USA with Eisman & Russo ranking among the Top 100 Construction Management firms over the past eight years.
As a Civil Engineer, he is experienced in the areas of preliminary engineering studies, highway design, traffic analysis and planning, drainage design, permitting, and construction management. He has extensive experience in highway, bridge and rail construction. His professional experience additionally includes the study and determination of traffic operational improvements to achieve efficiency and safety, traffic engineering analysis and design of intelligent transportation systems. Tony holds a Bachelor’s Degree in Civil Engineering from the University of Central Florida; attended Mid-sized Firms Management at Harvard University and is a registered Professional Engineer in several states in the USA.
Tony is actively involved in the Florida business community and stays attune to state, national and international politics and matters related to transportation engineering and infrastructure. He speaks several languages including English, Lebanese, Spanish, and French.
Brett Pielstick, PE, F.ASCE

Brett Pielstick has extensive experience in bridge and roadway construction, plans review, claims analysis, expert witness, structural bridge and building design and threshold inspection. He is a recognized world leader in segmental bridge construction, grouting of post-tensioned structures and durability of concrete structures and presently leads the CEI team for the Design-Build of the Pensacola Bay Bridge. His experience includes Resident Engineer/Senior Project Engineer for the I-75 Caloosahatchee Bridge Widening, Marco Island Jolly Bridge, SR 710 Beeline Interchange on Florida’s Turnpike, the precast segmental bridges built in balanced cantilever for the constructed 9A South Interchange and Broadway and Seabreeze bridges, Assistant Resident Engineer for the cast-in-place balanced cantilever segmental Acosta bridge (record span of its type in Florida), Erection Engineer for the precast segmental Wando River bridge, Field Engineer involved in cofferdams and all substructure construction on the Cooper River Steel Truss bridge, and Threshold Inspector for post-tensioned slabs and multi-story buildings. His experience also includes structural steel and concrete design. Brett is licensed in multiple states including Florida, California, Georgia, North and South Carolina, Virginia, Ohio, Hawaii, Texas, Mississippi and New York.
Brett Pielstick is the Task Group Leader 8.5 on Durability of Post Tensioned Systems for The International Federation for Structural Concrete (fib) based Lausanne, Switzerland. He is Chairman of the Education Committee of the American Segmental Bridges Institute (ASBI) on Operation Maintenance and Inspection of Segmental Bridges, author of the 2007 National Report on the Durability of Segmental Bridge for ASBI, co-author of the 2012 report and other recent publications include fib Bulletins 33, 44 and 59. In 2008, he was named a Fellow by in the American Society of Civil Engineers and was honored by ASBI with the 2018 Leadership Award-Outstanding Career Contributions and invited to participate in the July 2019 FHWA Reliability Assessment Panel (RAP) for design and construction of durable post-tensioning systems.

A Principal of Eisman & Russo, Scott Gombar’s extensive experience includes construction inspection, value engineering, construction time and project cost estimating, scheduling, claims review and analysis and Dispute Review Board (DRB) presentations. Scott serves as Senior Project Engineer on many projects and as such is responsible for directing highly complex and specialized construction engineering administration and inspection programs. He is involved in the day-to-day operations for the $818 million FDOT District 6 & MDX’s I-395 / SR 836 / I-95 Design Build Project on the I-395 Segmental Bridges as well as the underdeck improvements and the bridges connecting I-395 and the I-95 Midtown Interchange. He has served as the Principal-in-Charge for over $2.0 billion in major construction projects throughout South Florida, and he is also very active in the American Council of Engineering Companies – Florida (ACEC-FL) having served as President in 2017. Scott Gombar is a proven advocate for the consulting engineering industry having visited many times both Tallahassee and Washington, D.C., intending to educate and influence political powers on the need for a strong infrastructure in Florida and nationwide. In 2020, Scott was inducted into the ACEC College of Fellows for his contributions to the engineering profession.
John Kemp, PE

John Kemp is experienced in construction management, business development & marketing, construction inspection and design on major projects for the FDOT and other agencies in Florida. He has been a supervisor of up to 30 employees and directly responsible for the oversight of a project’s deliverables and budget. His qualifications include the ability to communicate effectively; direct highly complex and specialized construction engineering administration and inspection programs; plan and organize the work of subordinate and staff members; develop and/or review policies, methods, practices, and procedures; and the reviews of programs for conformance with FDOT standards. His responsibilities have included schedule review, claim analysis, engineer’s estimates, quantity takeoffs, project budgets, constructability reviews of plans, tracking of day-to-day operations and preparation of final documentation for roadway and bridge projects. He is additionally experienced in earthwork inspection (density and pipe backfill), concrete inspection (forms and placement), epoxy injection, post-tension grouting operations, pile and drilled shaft installations for complex bridge structures, tunnel construction and asphalt/concrete roadway paving. In 2018, John completed the $167 million, 2.5 mile long, award winning, I-95 Overland Bridge Replacement through Downtown Jacksonville and in 2022, he completed the award winning $200 million, I-95/I-10 Interchange and Fuller Warren Bridge Widening over the St. Johns River and also through Downtown Jacksonville.

Daniel W. Foss, PE

Dan Foss has is a proven industry leader having served in positions within the Federal Highway Administration (FHWA), Florida Department of Transportation (FDOT), and as a consultant with responsibilities for planning and environment, design, quality initiatives, and construction engineering and inspection (CEI) as well as construction management resulting in a broad range of experience including Major Investment Studies (MIS), Environmental Impact Statements (EIS), Environmental Assessments (EA), Interchange Justification/Modification Reports (IJR/IMR), design of major roadway expansions, design of new alignment toll road, planning and construction of Intelligent Transportation Systems (ITS), construction contract development, and construction engineering and inspection (CEI), General Engineering Consultant (GEC) management, and significant experience with alternative delivery methods including CM @ Risk, D-B and Public Private Partnerships. Dan presently leads Eisman & Russo CEI projects for FDOT District 1 and Florida Turnpike Enterprise.
John Pappas, PE

John Pappas is a veteran of Public Works having served the City of Jacksonville for 37 years concluding as the Director of Public Works for the last seven years. John has extensive experience in operations and management, oversight of 7 City Divisions, over 500 hundred employees and an annual operating budget over $230 million. John holds a Bachelor’s Degree in Civil Engineering from the University of Florida. He began his career with the City as a Design Engineer, quickly advancing into Project Management for public works projects focused on streets and drainage, then City Engineer, then Deputy Director before becoming the Director of Public Works.
John’s experience includes service on the Mayor’s Budget Review Committee as well as the City of Jacksonville Tree Commission, implementation and management of the City’s Flood Plain Map FEMA update, the City’s Stormwater Utility with a focus on FDEP/NPDES compliance, a $10M stormwater capital improvement program, in addition to providing operation/maintenance oversight of the City’s roads/bridges, drainage, traffic engineering, public buildings and solid waste services including the City’s public landfill facility. He has been responsible for City Subdivision Standards and Policy Advisory Committee as well as the City Construction Dispute Resolution Board.

Michael Greene

Michael Greene is well experienced in financial analysis and management with more than 30 years in the construction management and engineering industry. He is responsible for all aspects of Finance and Administration for Eisman & Russo, Inc. His experience includes contract negotiation and compliance as well as financial review and analysis and is very familiar with the requirements set forth by government entities, including federal, state and local entities. Mike Greene and his staff have administrated over thirty large construction projects in the last decade, handling multiple projects simultaneously. He additionally serves as a Principal-in-Charge of Debris Management contracts, responsible for Invoicing and FEMA Reimbursements.
